ive been in that teachers place. If the rest of your kids are going to be safe and you can get back quick, you leave the group and go after the one who is at risk by not being in the secure area like in the room. You dont go far enough to not have a site on the door to the class and you radio someone to go to your class while going after the escaping child.

Daycare doors should always be locked. If they are low enough for a toddler to reach, they are too low and need to be changed.

$160. fine for 14 violations? This is zero incentive for them to clean up their acts of inexcusable negligence!! An infant crawls out of the room unbeknownst to these morons? Un freaking believable!
