When a prison has problems they get more funding and they don't care if the citizens get hurt because they're there for committing a crime but yet it. Seems that they make money off of it so why would they stop it? Yes the guards do bring it in to receive extra money because they don't get paid enough and they don't care. If someone gets hurt, yes I know this first-hand I've seen it first-hand inside cell phones whatever you want hamburger pizza.
