I don't understand how the driver was not arrested after running a stop sign and killing someone.

Wow, I avoided clicking on this earlier because I had a sick feeling it wouldn't be the driver killed. What a sick and cruel "wrong place at the wrong time" scenario. DP for the driver. I'm so sick of these people just getting community service or a couple months in jail!!
