He doesn’t have 9 pool contractor licenses, he is “qualifying” most of the other companies with one pool license which allows non licensed business owners to contract work and run a pool contracting business under his license. Slightly unethical, or at least distasteful to think when a customer calls and thinks they are receiving what they believe are non related separate bids that they can compare and in actuality what they don’t realize is that the 3 different company’s are all intertwined and related to each other.
