  1. This is the way it is when there are repairs going on, no surprise. It would happen in a private home, a business. Yes, it's appropriate to be in a closed room while work is done in other rooms. If the repair company says it's safe and the tenants don't agree then that's up to them to decide what to do. Asbestos cleaning has been going on for decades, usually it's wet so no dust. There are safe and proven methods for the clean up. These women are ill informed and just want to complain. You can 'what if' yourself into neurosis if you focus on it too much.
