  1. The location of the government-supplied hydrant is not your problem. Your house being too far from it is. You want the house far from the road? Then you may have to deal with issues like this.

  2. Can you truly see the county putting in a hydrant every 1000 feet? That would have to happen for the insurance company to be satisfied. But then they’ll find another reason to cancel. Are they putting themselves out of business? Don’t think so. Your mortgager requires insurance or they will drop your mortgage and you lose your home. Oh wait, your mortgager will provide you with insurance at a MUCH higher rate, and you will be responsible for the paying premiums. Insurance is a scam to begin with, but they’ve found a more lucrative scam, aided by the mortgager. They most likely split the loot.
