Why would they have to test it at the highest threat level? A test run is not high threat, it's the lowest possible threat for everything but mental stability.

There's the Do Not Disturb feature on Android phones that I use which is why I never heard this alert. I saw it on my phone screen when I woke up at my usual time though.
I have my phone set on "Do Not Disturb" so the alert showed up at 7:30am when my alarm went off. Sounds like they need to rethink the timing of the test.

1 test alert early morning was good. I am not ready to wake up and RUN. My emergency plan was 1 flashlight, caned spam.
